I HAVE INTEL i7-7700 WITH 8GB DUAL CHANNEL

WITH INTEL HD 630

you can probably get better performance from a AMD cpu with intergrated graphics and dual channel ram

My friend has a 710 his FPS in valorant go to 90 to 144 sometimes 150 (MEDIUM)  and i am stuck with 
stupid 20-50 FRAMes (even in ultra low settings)

He probably doesn't have a GT710 then. Get at least GTX750-750ti or GTX 950.

Not with a GT710, the most you can do is turn the resolution down to like 1280x720

My display is 720p 75hz so i am not into 1080p 
I have Lg  FLATRON-L192WS (pretty damn old  )

Also some one said INTEL 630>710
then why in valorant    INTEL = 55 FPS<  GT710 =90-100FPS ??

Then there is a problem with the driver or your settings are wrong but a hd 630 is 50% better than a 710. However I really doubt your friend has a 710 may be some other low end card as people are not getting those fps on a gt 710

Well simply put your issue is probably elsewhere as the performance the hd 630 in your system is simply better and getting a 710 will only make things worse.

For that budget you should be able to get a GTX 750 or GTX 950 which are much better choices.
