RTX3080 underperforming on new system.

Hi, I have recently built a new system from scratch and when running Black Ops Cold War that came with the card I am getting about 35-40fps with DLSS on performance and all the settings maxed. From all the benchmarks I have seen and Nvidias own graphs I was expecting closer to 100fps with these settings which I don't think is unreasonable considering the cost of the system. 

 

Specs:

Ryzen 7 5800x 

Palit GamingPro RTX 3080 

16gb DDR4 3600mhz

Asus B550-E gaming 

 

Looking at task manager while in game, CPU is about 70%. memory 80% and GPU hovering between 91 and 98%. Can anyone think why this is underperforming so significantly?

Quick update, with all the raytracing gubbins disabled I am getting a much more playable framerate of 80-90fps with everything else cranked but considering I bought the card specifically because it outperforms the 6800xt at raytracing I am a bit miffed, is the card likely to be faulty or have I done something wrong?

 

I do use the nvidia broadcast features such as noise cancelling and background removal on my webcam while streaming - doo these use RT cores and are they likely to be the reason? Even if so I would expect more than 90fps with raytracing off from what i have seen from other benchmarks.

if you max out rtx and turn dlss on, you are expected to get around 60-70fps on 1440p, it's not gonna be over 60fps on 4k.

I have seen multiple benchmarks online with a very similar setup (usually a 3900x and 32gb ram) achieve much higher than that. Also isn't the whole point of DLSS to render it at 1440p then upscale to 4k?

i've watched entire playthroughs on a 3090 at 80fps 4k dlss on, there could be settings that boosts fps if they aren't all on ultra, rtx maxed out is insane. 

 

DLSS depends on the game, more recent games do 1440p, there were a couple that was 1800p (ff15 and metro), not sure about codcw.

Even putting raytracing down to medium (the lowest enabled setting) doesn't change anything - tanks immediately down to 15fps. Just seems silly to me if Nvidia are claiming you can hit 120fps with a 3080 RTX on but I can't even get there with RTX fully disabled...
