Optiplex 9020 hanging during boot

I have a Dell Optiplex 9020 as my main and only computer right now. It is running 4x4GB DDR3 ram, has an Intel Core i5 4570 CPU, a Samsung 256GB boot SSD, and a Hitachi 2TB data HDD, running Windows 10 Pro. Everything has been working good with the system until the last couple of days. The system seems to really be hanging on boot up. It use to boot in around 30 seconds or less, not it is taking a couple of minutes. I have disconnected the CD drive and moved the SSD to that cable in case it was the cable that was bad. I have checked the S.M.A.R.T. status of both my drives and everything checks out good. I haven't been getting any errors on the HDD or the SSD, even checked the windows logs and no issues with the drives. I have not changed anything, so I don't know what could be causing the issue. I took and updated the BIOS today to the latest one and it didn't change anything. I took and backed up my data drive just in case that is the issue. I did try unplugging my data drive to boot and it seems to not make a difference. Could maybe the SSD be starting to fail?

It could be a memory related issue. I would try booting the machine with each stick one at a time. But just to be clear, is it completely failing to boot into Windows? Or just taking longer to boot?

It is booting into windows after a much longer boot time. I have no issues in Windows, seems to run fine. I even left it on all night to see if it would crash or freeze and was fine when I checked on it in the morning and have been using it with no issues all day.

I tried booting with each stick and it changed nothing. I even ran a memory checked and it all checks out good. Ran a check on both my drives and they checked out fine as well....
