Failing HDD can still be accessed but really slow, fastest way to copy files over?

My 2TB HDD I've had for a while is failing, luckily I backed up all the important files but I still have 1.2TB of games I don't want to download again...

When it's mounted it goes straight to 100% usage all the time, and accessing it is really, really slow
Copying files takes a long time too, I've attached an example (copying to a new sata HDD)

If I try to copy too many things at once it doesn't even do anything

What are my options? Would cloning it be faster? Is it a problem with the disks? Or should I just give up on it?

If drive is failed, then cloning, copying or anything will be real pain.

There is no problem with recover - drive still works and all data is accessible, just very slow. So using recovery tools at this stage is dangerous.
