You could probably stretch it to a Ryzen 5800x, if she can wait until the B450 BIOS updates release.

Buy the same RAM again, it is fine you can maybe even tweak the timings.

And a Radeon 6800.

 

This should fit into the budget.

Melissa's system is about 3 years old, she's asking if she should update the system. 

System use : 

Animation - (she works for a animating studio), gaming, streaming, video editing - (YouTube animation instructions videos).

She's thinking of replacing the cpu, gpu and increasing the ram, 

Her budget is usd$1500.
