RX 570 and GTX 1650 comes with the same price so i looking for RX 570

RX 570 is better but more power hungry. it will consume up to around 175 watts, while the 1650 consumes around 75w. 1650 Super consumes up to around 80-90w. 

 

If you have a 400w or better power supply (which can supply at least 300-320w on the 12v output) , the RX 570 would be safe to buy and better option. 

 

Also, keep in mind that your bios should have some UEFI support, if your motherboard's bios is very old and only regular BIOS without UEFI extensions or support, these new  video cards may not work. Some old Dells and HP systems have this issue, and there's no bios upgrades... on such systems probably the best you can still use is GT 1050 or 960 or something before RX series / GT 1060

rx570 is perfect for 2400 / 8gb

it can do most AAA 1080p high 60fps or 1440p 30fps

no it is not. 2400 is major bottleneck. atleast in cpu intensive games and at modern games. 

 

modern games will have bad stutters

csgo will run ok but will have some fps drops etc.
