Touchscreen laptop as drawing pad/tablet?

Is it possible to use a laptop as a drawing pad by hooking it up to my desktop as if it were a moniter?

I don't see what you are trying to say but you could hook it up on a monitor and draw on it (requires a touch monitor)

If you're asking if it's possible to use the touch input from that laptop as a touch input on another computer, then no. There's really no way of doing that.

I'm talking about running my laptop off of my desktop and using the laptops touch display to draw write ect.

That would not be possible maybe using some remote controll software but it would not be a nice time

If the laptop already has pen input, why not just draw directly on the laptop? Why does it need to be routed through your other PC?

If your laptop has the right type of stylus support... just download your favorite drawing app and use the laptop.  No need to connect it to another display.  Like a Surface or an iPad.  No need to connect my iPad Pro up to my desktop or MacBook Pro.

Currently focusing on my video game collection.

It doesn't matter what you play games on, just play good games you enjoy.

Have you tried Synergy? I remember it from a LTT sponsor segment a while back. You are able to share mouse/keyboard inputs and the touch screen may be able to also share inputs.
