Radeon RX580 heats up with 25 degrees (C) when alt tabbing

Hi guys,

I have a problem with an RX580 (XFX) when I give ALT + TAB in a game.
The temperature of the video card reaches from 54oC to 79oC instantly, after only two seconds, and the utilization of the video card reaches 100%.
After returning to the game, the temperature drops instantly (one second) from 79oC by 20-25 degrees.

Do you know if this is normal and why it is happening like this?
