Rx 550 no signal issue

Today I picked up an rx550 4gb variant from power color. I took out my old gpu (gt 710) and put in the new one. Started up my computer and theirs no signal. I did some troubleshooting and nobody is having the problem I am, I’m only getting stuff similar to my issue. When I turn my computer on all of my peripherals won’t light up so I think it’s a power issue but I have no clue. 

Specs:
I’m using an old dell Inspiron 620 with a 700w Thermaltake psu inside of it.
