restart after shutdown

ok so i have this USB 3.0 to HDMI adaptor. when i plug it into my pc it works fine but when i leave it plugged into my pc when i shut it down, my pc just turns back on again. when i unplug the adaptor from my pc and shut it down it stays off.

if anyone knows why this is happening when the adaptor is plugged in and how i can stop my pc from turning itself back on please let me know it would be greatly appreciated.

The usb dongle is waking the computer up.

There is a wake from sleep style power setting in the bios that should affect this.
