i7-4790k Air Cooler Help

So I'm and idiot and have been running this damn thing with the stock cooler for 3 years and just noticed I thermal throttle on most high graphic games. I need to upgrade it obviously but there are so many options that it gets a little overwhelming when it come to picking something out. I would like it to be able to handle some moderate overclocking maybe. Noctua is a brand preference of mine but I'm open to suggestions. Also should I get a nice Air Cooler or a cheaper Water Cooler? I think I even have a H60 from 2015 somewhere connected to an FX 6350

 

Max I'd spend is probably 80 USD max 

 

Ive got about 6 inch headroom from mobo to side panel and ram sticks up about 1.25 inch-ish same for heat spreaders on the board itself.

classic CM hyper 212 black does the trick

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

 

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 10 and Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

 

How many watts do I needATX 3.0 & PCIe 5.0 spec, PSU misconceptions, protections explainedgroup reg is bad

Could go on Newegg and sort by price on the air coolers. Go by reviews and rating. 
May get lucky and find a higher tier cooling being sold used on the marketplace or Craigslist.
