A question regarding DDR3 latency and frequency.

So I'm building an SB machine and was wondering about a few things:

 

1. Should I care about latency/timing (not sure if these terms are interchangeable)? I found a cheap stick on AliExpress with a latency of 9-9-9-24 and was wondering if it's any good?
2. Shall I be able to run 1600MHz RAM modules on a cheap H61? 1333 and 1600 modules cost almost the same so I don't see any point getting the 1333.  
3. This one is a bit unrelated but... does anyone here has any experience with the Chinese brand called "Kllisre"? The brand may sound a bit odd but reviews are overwhelmingly positive. Also, the RAMs have heatsinks although I'm not entirely sure if they serve any real purpose? I won't be overclocking it, BTW.

Can't find new DDR3 RAM modules anywhere locally and I'm not entirely comfortable with used sticks, especially when they cost nearly as much and don't have the aforementioned quote/unquote "heatsink"! In any case, here's a screenshot:

 

 

Should I go for it or am I better off with used Kingston sticks?

I don't remember exactly, but JEDEC fail-safe standard is either DDR3-1066 or DDR3-1333 MHz.

 

DDR3-1600 9-9-9-24-2T 1.5V ~ 1.60V is pretty standard, you'll find some kits rated for 1.65V even.

I wouldn't worry about latency unless it is really loose (e.g. DDR3-1600 with CL11 timings or something).

depending on what h61, you may be able to do 2400mhz ddr3

at worst you just run them at 1333MHz, no big deal.

Actually I've personally ordered some CPUs, a couple of case/GPU fans and an Xbox 360 compatible controller from there in the past and don't have much regrets apart from the controller which is rather... horrible, admittedly! Also, quite a few Australian YouTube channels; most notably 'Tech City Yes' and 'Phillis Computer Lab' have reviewed a lot of hardware purchased from AliExpress (and the like) and they actually recommend buying from there. 

 

With that said, I haven't heard much about the so called "Kllisre" so I definitely share your concern in that particular regard but overall, AliExpress is quite reliable, as long as you buy from established stores with good ratings.

I... have no idea what you just said, mate! I really don't know anything about memory, apart from their frequencies and 'DDR version'!

That's a relief then! But still, do you think I'd be better off with 1333MHz modules, just to be on the safer side?

 

The only reason I'm even considering the 1600 is because I "might" jump-up to a Haswell in the future so this extra frequency "might" come in handy, who knows?

See what you can find, but either DDR3-1333 / 1600 / 1866 MHz should be good.

Latency timings of 9-9-9-24 is pretty standard / common for DDR3-1333 ~ 1866 MHz.

Once you go up in density (e.g. 8GB per stick vs 4GB per stick), or higher frequency (e.g. 1866MHz+), then you start to see a combination of 9/10/10 latency numbers.
