Minecraft maxing out gpu with low fps

Hi, I have a 2070 super and my minecraft has been maxing it out at 90-100% utilization and im only getting 200-300 fps please help what is wrong?

i have 16 view distance the ryzen 5 2600 and 32 gigabytes of 3600mhz ram 

also my settings are graphics fast
smooth lighting minimum
smooth lighting level 100%
dynamic lights fancy
framerate capped 200 
VBOs on
connected textures fancy
anisotropic filtering off
antialiasing off 
minimap levels off
minimap type nearest 
smooth fps off
smooth world off
fast render off
fast math off 
chunk updates 1

dynamic updates off
lazy chunk loader on

Yeah, the cpu is bettlenecking the gpu with its ~250fps, its normal. benchmarks use much better gamig cpus (10900k or 9900k)

yeah i was thinking about upgrading to the ryzen 73700x 

is it supposed to be around 80-90 utilization though for the gpu?

yeah, cpu is also probably pretty high. I would wait and get a r5 5600c, not a r7 3700x, it should be much better for gaming.

yeah, the cpu utilization says its less then the gpu's for some reason.
