Computers can't "turn on" without a CPU. The motherboard might trigger the PSU to turn on, but nothing is actually happening computationally.

Did you mean GPU?

What specific CPU and motherboard? Is this a new build/upgrade or has the PC worked with this CPU before?

I mostly speak from my own past experience from similar problems. My solution may not work for you, but I'll always try my best to help as much as I can. If you want me to see your reply, make sure to quote my comment or mention me @WaggishOhio383, and I'll get back to you as soon as possible.

Guessing here with the vagueness.....

PSU, MOBO or CPU will be the issue. Since it's a power on issue, would start with the PSU try, a different one. If the results are the same, the easiest to test next is with a different cpu. The last resort is pulling a motherboard from a case because it takes the most time and effort.
