Exhaust Fan spins on startup then stops

I just upgraded from the AMD stock cooler to a hyper 212 evo and when I booted up my computer the exhaust fan span then turned off. I looked around in the bios and the fan will only spin if set to 100%. My motherboard is a B450M Pro4 and the fans are the ones that came with the Corsair Carbide Spec 02. What do I do because I don't want to leave it at 100 but it looks dumb when its off.

Get a fan reduction cable, it’s a short cable with some resistance in it that takes a percentage off the fan speed.
