Can the outer shield on an HDMI touch metal or is that bad I’m building a new case and I’m worried they’ll make contact

Both should be grounded anyway. Meaning connected to the same things.

it's ok, the outside metal part is usually soldiered to the ground circuit, and often on GPU it's even screwed on the bracket ;

Is that metal piece you talk about connected to the metal shielding of the cable itself?
