getting low fps with RTX2070 Super

Title pretty much explains my issue. when playing destiny 2 my frames can dip down to 80fps no matter the graphic settings, and usualy stay less than 100 in more hectic scenarios. When on lower settings my GPU usage is around 50% as well as my CPU being around the same if not less. Only time my GPU is at a higher usage (around 80%) is on the highest settings preset, with my CPU still at around 50%, and I still get the same fps as lower settings. The only time I get 144fps is in enclosed areas with a little amount of enemies. Any help is appreciated.
