Strange lines on second display when peeking at desktop

Ever since I got my second monitor I've had this issue where when I peek at desktop the colours on the left edge of my second monitor- and only that monitor- make lines across the monitor for a second and then dissappear, and then when I stop peeking it comes back for a second and dissappears again. This issue is also present when I focus a window. I've tested everything I could and found it only affects the monitor that is labelled as the "second monitor", and it isnt a cable issue or a monitor issue as far as I can tell. Its a relatively small issue, but its just become unbearable at this point since its been a few months now. 
My system has:

Ryzen 5 2600x
Aorus B450 Elite
GTX 970 

 

My monitors are both Dell E2210H

Have you tried running DDU (DisplayDriverUninstaller) to remove your drivers, then doing a fresh install?

nope, it didnt work, the lines are still there even after I used DDU in safe mode, and reinstalled my drivers.
