I have 3800x CPU , what are the safe voltages ?

Have you run the diagnostics took? It'll tell you. 

But yes that's fine.

I read it and I did not understand it fully. Can you explain in simple words please if you have time ?

Well maybe you shouldn't OC if you don't know what you are doing? 

Sorry but I can't just write a big wall of all the basics about overclocking here. Do a bit of research yourself, like LTT videos etc and then try again.
