Unable to uninstall software from broken harddrive

This should only happen on a couple of programs, most wouldn't care if they were already installed.

Platform: windows 10

 

One of my harddrives broke this week. This was the harddrive most of the software I use was installed on. I now have a new drive and I want to install some of the programs again. I first tried installing paint.net but it got an installation error because my pc apparently thinks it's still installed. OK fine, I can remove it through the control panel, right? Nope! The control panel can't uninstall the software as it's missing an uninstaller. Now I can neither install or uninstall the programs I want.

Does someone know how I can solve this issue?

@Myxtro Just do a fresh install and reinstall all apps?  Its simple as?

I tried installing them but the installer keeps getting errors because there are still some remains of the old installation somewhere that I need to remove first.

Thanks, but none of the apps I use are MS-store apps.
