How are two 8 pins enough for a RTX 3080?

I'm just guessing but 2x 8-pin + PCI-E slot = 2x 150W + 75W  = 375W max.

8 pin pcie is rated for 150w

 

3080 is 320w

150W for an 8 pin PCI-E is an artificial limit. 8 pins can carry a maximum of 288W and 6 pin can deliver 216W max.
