@undercooked spaghetti I'm assuming you're running dual channel RAM, right?

Yes, I'm using Dual Channel at 1600mhz. Not all of my games but the ones that are CPU intensive. Games that benefit more from GPU run flawlessly.

Are you actually having stuttering issues in all your games or just some? If it's only a few, could you tell me which ones they are?

Thanks for letting me know, I'll try this out. Siege runs perfect tho. I get 150+ FPS on maxed out at 1080p. If i turn it to low @1080p, i get close to, or equal to 200 FPS.

PUBG, GTA V, Farcry 5, Assassin's Creed Origins, COD Warzone (The multiplayer runs well, warzone has become a stuttery mess. Used to run perfectly when it had just come out). Basically those games that require a lot of CPU simulation.

I recommended using mixed setting for GTAV. The grass quality setting can cause your fps to tank like crazy if you have it maxed out while being in a grass field. Also, what's your CPU usage when you don't have any games running in the background?

Can you check your CPU thermal + Clock speed + Utilization on those games?

My cpu stays perfectly normal in temps (stays in the 60C-70C range) However,  my CPU utilization is around 90% while GPU utlizationhovers around 50%. The classic CPU bottleneck indication.

Yah. A 4/8 probably just isn’t going to cut it at all once the consoles hit.  If you buy a 3600x it’s not impossible you will have to upgrade later to a 3700x.  Prices on 3700xes are coming down.  Not super fast though.  1700x and 2700x haven’t dropped all that much.  Some.  3700x was $400 here when it came out.  Seems to be an approximately $100 premium for 2more cores currently.  Zen3 could help.  Not sure how much though.  I don’t think zen3 will drive zen2 down in price all that much.  Maybe buy your mobo/memory with the assumption that a 3700x is going to happen, buy the 3600x and keep saving. 3600x will get you time.  Even after consoles arrive it’s going to take them some time to fully utilize the chip.

90% CPU with your 4790 in GTA:5? Impossibru, that game only use 4 cores/threads. I suspect there's something wrong with your windows. 
What about CPU and GPU clock speed?

Bruh same but my 8500 is broken so I have to use a stolen from work 4160. A 6 year old i3. I can literally run games on max 1080 or on all low 720 and I get the same FPS. Nd I have 16GB DDR3 1600 CL9.

Actually GTA:5 uses up to 8-threads, I tested it with my FX-8370 long ago using Rivaturner to see CPU usage...

CPU usage barely break 70%, usually around 60%. Weaker CPU compare to OP's 4790 and stronger GPU. He/she was recording as well.

Could it be power related.  Are the PSU and motherboard adequate for that system ?  Is your cpu starving for power ?

The issue is all 8-threads are working but the FPU is bombarded... (FX still only have 4 FPU units)
