So long as it's from a generally respected brand, pretty much all liquid coolers will behave roughly the same.  So yes, that's a fine cooler.  However, that price is absurd.  Here's a different one from Cooler Master for half the price...and frankly, I'm not sure what the difference between them is:

realistically most of the liquid coolers are the same inside.  Most of them use the same asetek pump design.  Just pick one from a trusted brand and it'll be fine.  Would also be good to make sure it's compatible with the mounting hardware on your motherboard.

It is very likely that it will behave nearly identically to every other 240mm AIO on the market.  The big factor for 90% of AIO's is their size.  If you want to get a better cooler, you're going to have to get a bigger one.
