Which one is better brand new Oneplus 7T or a Refurbished Samsung Galaxy S10?

I don't know much about the S10, but I got my mom a 7T and I was blown away yet again by OnePlus. I currently own a 7 Pro and love the Oneplus ecosystem, so I would highly recommend hopping aboard

Which region are you from?
European S10 has Exynos, which is below the 855, and has worse battery live.

 

S10 has 1440p reslution, SD Support, and official IP-rating.

 

Oneplus 7T has 90 Hz at 1080p (MUCH better in my Opinion), cleaner/faster UI, better for Custom Roms, and GCam support.

Also an Alert-Slider 

 

 

I would pick the Oneplus 7T.1

If you go GSMArena, you can compare the specs of the two there. Other than that, I'd just watch some reviews from your most trusted reviewer; I recommend MKBHD or Mr Mobile.
