i know about some air coolers but seems like you want an aio

yea what i have right now is an aio and i liked the look of it but for 90 dollars it way too noisy so i'd rather get a cheaper argb fan unless you know a better aio for a good price

I best rgb aio at a reasonable price is going to be ek-aio 240.  A better than what you have aio I would say deep cool captain rgb  or castle series 240.

This is a great pick of the price and preforms well. Tho maybe a downgrade in performance to an 240 aio.

As for fans. If you low cost fans. Your either going to get flashy rgb fan that are not the best in performance or you can non rgb fan that are really good in performance like arctic p12 or p14.

Also it would help to know what is being cooled and in what case along with your current cooling config.

Yeah, it's a downgrade compared to 240 AIO, but it is not that expensive, which seems to be important for the OP
