can i just put electrical tape in between?

when the cooler is attached is touches the capacitors......can i just put a little piece of electrical tape in between?

you can but you dont have to

 

edit: but if the tape exerts stress/torque on those caps, then dont

so the metal from the cooler wont do anything if its touching the caps? its just to say touching there is no pressure on them.

you absolutely can, however the connectors for the caps are on the underside and that is just a casing not connected to anything. Thing I would be more worried about is if the caps are causing that side of your heatsink to not have full pressure on the CPU causing uneven cooling and you'll have a core or two running hot.

you already got your answer, but yea, they're not electrically charged if that's your concern

 

though mechanical stress is a concern for SMD caps as they're not very sturdy.
