I have a hp micro tower from 2009 with a Pentium d 2gb of ddr2 ram and no gpu I makes a sound like its going to shock itself or me and die help please

LOL i think its the old mechanical HDD, you can double check yourself, if its really that its normal.

I guess you never had an old PC before

unplug the hard drive, power on the computer, if the sound is gone you have your confirmation it is just the hard drive.

if the sound is not the hard drive, bin that thing and buy something newer on ebay for 30 bucks.

It could be the hard drive, or maybe there something in the fan that is making that noise?
