Would the rtx3080 bottleneck a i9 9900k?

False, it will support both PCIe 3.0 and 4.0.

Your question should be the opposite: Would the 3080 be bottlenecked by the 9900k?

all the recently unveiled cards have the 12 pin. the cards will also ship with an adapter.

you could lose 10-15% from not having PCI-E gen4 in some workloads or games

pcie 3.0 and 4.0 could have same lv perf, but 3.0 cannot be faster than 4.0.

 

so even if 4.0 is 1 frame faster than 3.0, this implies gpu bottleneck by 3.0
