What CPU do I need to get to properly handle the 3070?

Well, if you assume that the 2080Ti has similar performance to the 3070, you can assume that it may bottleneck in a few games, but it shouldn't be that bad so you can freely wait for next-gen CPU releases with your current 2600. And if you're playing at 1080p then you shouldn't be buying that card honestly 😅

There is always a bottleneck relatively speaking if you compare your cpu to newer/better ones. You are always leaving performance on the table when you don't have the latest/best cpu but upgrading your gpu will improve fps more than upgrading cpu. You should probably wait for reviews that test the RTX 3080 with different cpus then decide if the fps boost you would get from upgrading cpu/mobo is worth it to you

Should be able to handle the next-gen Ryzen 5000 CPUs, you just won't be able to use PCIe 4.0. I recommend waiting for them.
