One of the Red caps came off of a twist of wires and the outlet upstairs that it is attached to does not always like to work.

not sure about your own local weather, but opening a singular window has done the trick quite well for me

This is pro modern wiring compared to what I have seen in thailand 

 

This is normal honest to god, in the city it's like this on every street, or much worse, I have jumped over and ducked under cables like this, especially when crossing bridges, so you can imagine the standards of wiring you find in the houses.

 

A neighbour of my wife's mother built a new house and didn't have electricity yet, so she let him connect to hers, so he pulled out the cables connecting the house to the electricity pole and spliced in his own little cable which he held up on bamboo sticks to his house, it was an illegal connection so this was done when live.

 

After the guy didn't need it anymore he left are house disconnected and I had to connect the damn thing back up, which i was very upset about.

wow, and I thought Peru was a mess. I guess the density isn't as high in places like Lima so of course Thailand would be worse, personally not a big fan of live wires hanging low enough that I can grab onto them without jumping

They like hanging them over bridges, and these bridges more often than not have metal railing. At some point the insulation is going to get worn down to the point the current can jump to the rails, then a few people are going to have the shock of their lives.

Yeah, this didn't work for me last week when the air temperature was much hotter outside than it was inside, and inside it was +30c, opening the window felt like a hairdryer in the face.

 

Even now it's 22c outside it's still not enough just to open a window, I run two 200mm centrifugal fans at 100% and it's still uncomfortably warm.

Normally when I see something like this I would say "KILL IT WITH FIRE" but given it's nature... it will do it all on it's own.
