Can you help me troubleshoot my problem

Hi, I just got a used 7700k for my b250pro4 motherboard. It’s supposed to be compatible and Here is my pc part list. https://pcpartpicker.com/list/jx2c27
 

When I try to turn it on, the fans run at partial speed and the lightning bolt led on top of my case flashes. 
 

the cpu doesn’t seem to be working. Is the problem that the powersupply is not powerful enough?  It’s 450 W so I figure it would work. What do you think.

What did you have in the mobo before this?

Did you update the BIOS to the latest before swapping out CPUs?

It's not the PSU.  It has enough juice for this build.  

What does the display show you when you try to boot it?

Doublecheck all of your connections?

Display is black. I replace the new cpu with my old one and it works like normal.

Did not update bios. How do I do that. I had intel pentium g4560.

Download from manufacturer site https://www.asrock.com/MB/Intel/B250 Pro4/index.asp#Support  Do not shut down/lose power while updating bios
