Photoshop pretty dependently runs on CPU without too too much GPU acceleration. Going to be heavy CPU side.

Will you need a monitor as well? That's going to jack the price up if you need a color accurate monitor.

Far overkill. A cheap ryzen 3100 would be plenty with 16gb of ram and whatever cheap gpu there is that is decent.

Honestly, Intel is going to be the play here. Adobe suite STILL doesn't scale to multiple cores so clock speed is going to matter a ton more.

a 3600 is about 30-50 more, and kills a 3100

No. No no no. nononononono. a 9700k is 340, a ryzen 5 3600 is 150-170 depending on when you get it. a 2060 is way overkill for photoshop.

To get the price down even more you could just buy an old GPU off craigslist or Facebook market place and throw it in there. It would work just as well.

Or you could ditch the aftermarket cooler and go for a B460/H470 board if upgradability isn't a necessity, and save some cash there. And you could also drop the GPU to a 1030, GPU acceleration really isn't that big of a deal when it comes to Photoshop.

For applications that scale to multiple cores and threads? Yeah, absolutely. I have no idea what the "puget systems benchmark" is or what it's testing.
