What should I upgrade

I currently have an i5 8400 and a vega 56 with 16gb of ram. Have some extra cash and was looking at an upgrade. Lately in newer games like modern warfare, gta5, and even witcher 3(not new) I have been experiencing stutters and frame drops I'm pretty sure this is due to my cpu as the usage almost hits 100% in some games. I was thinking of either.

A)Staying on the z370 mobo and upgrade to i7 8700k or 9700k and save rest of money for new gpu, 2070 super.

 

B) upgrade to Intel 10th gen most likely i7 10700f with a b460 mobo.

 

C) Upgrading to zen 3.

That + a B450 Tomahawk MAX is probably your best bet, and then with a next gen graphics card. Sell your 8400 and Vega 56 just the 8400 will get you $100

Yeah ryzen is definitely my best option but I think I'd also need to upgrade my memory cause I only have 2800mhz
