60 FPS typically looks sort of laggy. Mostly due to frame times not being super consistent. I would try and drop some settings or lower the render resolution maybe 10% and hope that helps some.

I assume if your at 60 FPS, there are some dips down into the 50's? Possibly even 40's? Or am I misunderstanding and the dips are down to 60, and normally your getting something like 80+?

You have 8GB of RAM with 80% utilization and only 2GB seems to be used by the game. Maybe close other programs and lower your in-game graphics settings.

Its probably not this, But just in case run a speed check on your WiFi. Their is also the possibility that your router/modem is giving you just bad lag so possibly reset both I know some of my friends need to do this every 4-5 days when playing competitive.

The graphics card is ok. But you are running the game at a 1920x1080 resolution which is a bit high for a laptop graphics card to get higher FPS. Decrease your screen resolution to get an immediate FPS improvement. Besides that your RAM usage is high, the OS won't let you reach 90% utilization otherwise it'll crash; you have to close some apps you're not using.
