FYI you are not running that command as admin and that might be why its failing.

is this file safe to delete? Noticed this giant file along with pagefil.sys I already tried disabling it in cmd but it gave me this error, presumably because its already disabled in the control pannel but the huge file is still there, need space for star citizen :*(

Note that turning off hibernation also turns off Fast Startup feature.
