Ryzen 5 3500U stuck at 400 mhz.

HTC and PROCHOT EXT throttling while CPU temperature is fine, can point do a bug, and updating the BIOS may resolve the issue.

It was not doing this yesterday.  today the only changes i made were installing HWInfo64, and NotebookFanControl (NBFC).  I suspect the culprit is NBFC, but i do not know how to fix it.  I tried uninstalling it and restarting it but it did not fix the computer.  I really need help.  The system is practically bricked.  I suspect the fan is acutally off right now.

HWInfo says that it is throttling, but the temp for the CPU is below 40C

NBFC. I'd update the bios on the laptop if it isn't current

if you just bought a laptop with a 3500U I'd look at returning it  and getting one based on 4000 ryzen

HWInfo should tell you what reason is causing it to throttle -- thermal throttling it not just the only thing.

Ok.  I will run some diagnostics, then try updating the BIOS.  If neither of those work, I will try a system recovery.

OK.  I started running HP diagnostics, and it froze up mid test for like 10 minutes.  I gave up and held down the power button.  turned it back on and it is fine now.

OK, it is working now.  I did not have to do a BIOS update.  I checked the HP website for my model and there were no updates. 

The laptop is an HP cw-1063wm
