On idle my cpu core all boost to 3.9 Ghz.

What is the issue ???? I think this occurring a bit high temperature .

To have a low temperature I overclock my cpu to 3.9 ghz and 1.15 v

Because you set a static voltage. Don't set static voltages for Ryzen, just turn on PBO and be done with it.

It makes the cpu hot !!

On idle 65°c !!!!

On load .......... 95°c !!!!

Note that my ambient temperature is 34°c

And as long as you are not above 100c it is fine.

That's what overclocking does, news flash. But 95c isn't thermal throttling.

By the white papers Zen 2 throttles at 95c

Zen and Zen+ is 90c

When manual overclock, the throttle temp may be ignored. (Depends on bios)

Totally agree, but my point being is that it's generally not a good idea to exceed the throttle temp via manual overclocking as it puts more strain on the CPU for no real reason.

Oh I see what you're saying. I miss read that, my apologies.

PBO is hotter than manual OC. I can run 4.2ghz all core at 1.25V and it's cooler than stock (pbo disabled) which runs at 4ghz all core at 1.35-1.4V

I believe OP is saying that PBO is hotter than their manual OC.

This is normal behavior for ryzen, it seems. I get the same thing at stock settings. You could try repasting and playing with fan curves, but this seems normal to me, especially at 34C ambient.

I recommend you run your manual OC. I have my wife's computer at the above mentioned OC. Mine is at 4.4 all core @ 1.35V. Which is right about on par, temperature wise, with stock settings under my normal use conditions (games) I do go down to 4.2 at 1.25V if I'm doing folding etc.
