TX-850 and PX-1000
what better titanium certificate or 1000 watts?

for 10900k(OC) and 3080ti in future

I think you'd be overspending on the PSU for no real reason.

What's your budget?

The 850 is well more than plenty. Do make sure you get a really good motherboard as a lot of lower end z490 board already struggle with the 10900k.

If you really even need a 1000 watt power supply you can get it. I wouldnt mind either, but tell us your specs. My 2070s and 9900k run on a 600 watt unit

If you are just looking at those 2 PSUs and not anything else, they are both good units that will power your build just fine.

I have had a tx850 in a system for a few years with no problems.

That said, they are both overkill.  A single GPU system won't need that much PSU.

I would say a 700 to 800 watt psu would be good enough for all of your future needs

550W is enough for literally 99% of modern gaming PCs.

In this case I'm recommending 750W since OP doesn't really even have a set budget, and hammering a 10900K and 2080Ti (which the 3080Ti probably won't be too far off of in terms of power consumption) will pull around 600W on a bad day. 850W+ is just overkill for no reason really, especially since multi-GPU setups are practically dead for gaming.

unless you are planning to SLI or something 700 watts is enough for the foreseeable future. gpus have been using less and less power not more

I mean. We don't and can't know power consumption in the future. But it'll probably be better as things get more efficient.

If its going to be one of these two in this insane time with insane prices you will thank yourself to get the the 850 for 130 dollars less and it will supply enough power for even 2 2080ti (but don't get that nvlink/sli support is pretty much dead)

Given the choice between the 2 I would go with the TX-850.

 

However there are other Excellent PSUs out there like the Corsair HX and HXI that are absolutely worth a look in 850W and 1000W for example. 

 

Something to compare to anyway.
