Bios only reading 8gb out of 16gb ram asus b450f mobo

K so I have a asus b450f gameing motherboard and corsair vengeance pro rgb ram, I have them on slot 2 and 4 both of them are lighting up so i know I popped them in good, any help? Ty in advanced.

I would try different slots, maybe 1 and 3.

Try booting using only one stick at a time. 
 

Does any other program recognize the second RAM stick?

Now I have a new thing m, it says 16 gigs but it says only 7.44 useable
