Power Button Stops Working after shutting down

I have been using the same computer tower for 10 years now.  My previous build was doing the same thing.  Whenever I shut my computer down, the power button no longer works.  The computer does not power up at all. I hear a slight "whining" noise coming from the power supply or somewhere else which changes pattern when pressing the power on button.  The only way for me to turn the computer on is by removing all connections in the back, removing the graphics card and removing the cmos battery for about 6 minutes. I will then reinsert the cmos battery, insert the Gpu and the psu plug into the back.  It fires right up and then I will reinsert all other connections.  I just ordered a power switch from Amazon to rule out a short with the current power switch but I am thinking it may be a short within the power supply.  My reason being that I literally just replaced everything in the case except the power supply and power button of course.   Does anyone have any further recommendations?

You can bridge the pins that the power switch connects to with a screw driver to test if the switch is the issue.

Next time this happens, unplug your power switch from the moterboard and touch a screwdriver to the two connectors. If it boots, something is wrong with your power switch.

Oh damn that is old old. Yeah I'd replace that with a quality psu from this list b tier or higher. Any 450w unit or up should do the trick.
