PC fans start and stop many times PC boots up eventually

When I turn on my machine, I can hear the fans start and stop. This happens for a random amount of times then the PC boots up. My PC didn't always do this it started happening 6 months ago.

PC boots up

Sounds like the system is having issues getting enough power.

So rise up, all ye lost ones, as one, we'll claw the clouds

I'm not sure it getting enough power is an issue.  I had a AMD 7970 in there with this  problem. I replaced it with a less power hungry RTX 2070 and still there is the same issue.

Sounds like its running through DRAM training every time.

First try doing a CMOS reset, clearing out the NVRam should force the system to forget its existing training profiles and create new ones.

If that doesn't work try replacing the battery on the board with a new one.

I tried replacing the cmos battery.

Along the way I had problems where the computer wouldn't do anything when I hit the power button. It seems like unplugging usb devices worked.

When I got the new cmos battery in the fans only stopped and started one time. After rebooting the fans have been starting and stopping for like half an hour. I guess the difference between the first time I turned it on after putting in a battery and now is I have a keyboard plugged in.

I don't know how often people find these threads on Google. It's been a while I forgot to update. Flashing the bios is what fixed the problem.
