I have 3 CPU's, please help me rank them by specs...

These are 10-15 year old systems. All modern cards aside from maybe a 1030 or RX550 will be bottlenecked by any computer from that era. 

I have 3 CPU's. Please rank them by specs and please recommend upgrades for GPU. I would like to reuse them, since I can't afford to build one yet.

Is GTX 1060 good enough or is it very bottlenecked? My friend wants to sell it to me at a very low price...

I would say pc3 is the best

Definitely PC3 is the most capable, but any of these rigs will severely bottleneck a 1060.

Which is better PC1 or PC2, in terms of CPU. I would move the 4GB RAM on the better system...

I wouldn't recommend a 1060 with any of these PC's

Just sell them all for like 75 dollars combined and get something way better like an optiplex with a 2500 or something

Heck these are like 13-20 year old systems. I mean remember X58 and the first gen i7's came out late '08... Core 2 Quad is his newest cpu listed... so assuming it's not the absolute last of the core 2 quads... it's from '07 (13 years ago)

 

I actually think a GT 1030 might be too new for that.

Those computers are all like 13-20 years old at this point... just try and sell them for like $50 each or something if you can... then I'd try and take the $150ish you get out of it, and your current gpu budget (assuming your friends offering it to for some absurdly low like $50) then that's a total of a $200 budget...

 

As for what todo with that $200ish budget just look at some of LTT's scrapyard wars series; or other channels like "Tech Yes City" or "Nerd on a budget" or something in that vein.

You don't need two GPU's. Remove the 230.

I don't have any place or a box to store the extra GPU, but I am currently finding it's original packaging / box.

You can use it for watching videos or folding but it doesn't have VP9 and it won't be any good for folding 

Either keep it and store it

Yes its better. Just remove the 230 and put it in another rig. You don't need a box to store it in.
