New Build/ Even Newer Builder PLS HELP

Budget (including currency): I am looking to pay under 400 USD

Country: United States

Games, programs or workloads that it will be used for: Pro Tools, Lightworks, Light Gaming such as Minecraft or Civilization 6, Lots of video streaming (Youtube, Twitch, Netflix, Hulu, etc)

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 

I already have monitors, keyboard, mouse and headsets. I've been watching Linus for a long time and decided I would take a shot at building my own pc after dreaming of it for a while. I have been overwhelmed by the sheer number of different specs and components to consider and need some help. Here's some specs I know I would like to hit

Intel i7 chip set or faster or equivalent 

8GB RAM or higher

PCI Express graphics card (NVIDIA or AMD) with 1GB or higher and support for DirectX 9 

NVIDIA cards K1200 or newer or NVIDIA GeForce 700 Series or AMD Radeon Rx 200 Series. Something along those lines

And a good sound card 

Also id like a case with a front like the one linked in the picture but I have ZERO Clue on whats the best value and what would work so any suggestions would be most appreciated

Sorry, your budget is too low for your requirements. And the minimum GPU you want are over 5 years old, and will bottleneck an i7. If you really need these (you really probably do not need an i7), you'll have to look in the used market, and we can't really help you with that

Any tips then? On what processors and GPUs

You probably want an APU, which has an integrated GPU. You can't afford a gpu at this price.

this alone is $300 new right off the bat.
