CPU not boosting to it full potential

i have an i5 4570 base clock is 3.2ghz with boost up to 3.6ghz but for some reason the highest it would go is 3.39ghz, nothing higher with a temp of 65C

 

it used to fully boost but it just doesn't anymore. i don't know why.

 

and this is even under 100% load in a xtu benchmark test

(never changed any voltages in core or cache) (just a lil bit of tweaking in graphics because i dont have an external gpu)

I think 3.4 is the max all core turbo, 3.6 will only be hit on one core in some workloads. You won't see 3.6 with 100% cpu usagae.

That’s normal, usually it’s thermals or the motherboard doesn’t support higher speeds on auto.

but before when i would do benchmark in xtu then at end it would show that it would boost up to 3.59ghz but it doesn't anymore.
