Phone with bad ESN

I am looking at a OnePlus 7T on Ebay but it says it has a bad ESN from T-Mobile

What does it mean?

Possibly stolen? Subsidised device and the customer just stopped paying the contract maybe.

Even if it is stolen, would it work on verizon?

(i am not actually planning on buying it, just wondering)

I personally wouldn't. When an IMEI is blacklisted with Verizon, it's blacklisted everywhere.

most likely "stolen" had payments stopped on it and never turned back to t-mobile. Device may be blacklisted from connecting to a mobile network permanently.

There are websites where you can check the status of an IMEI with the carriers. I have uses imei24.com before.
