Why is XPS 13 on Ice Lake and XPS 15/17 and Precision 5750/7750 on Comet Lake?

Possibly as the latter models were developed later on.

Intel's chip lineup is just so unnecessarily fragmented and over the top right now that it's like buying a sedan from General Motors in the mid 2000s, ridiculous. They need to slim the roster.

Ice Lake only exists in U series chips and it's meant for Intel's 10nm testing actually (which turns out to be mediocre)
