Which will be best for me?

I have now( i3 4150 +H81M s2pv+no gpu+1tb hdd) ram and power supply are not working.

My upgrade budget 500$.

Either way how do you know that ram and power supply aren't working? What do you what to do with your computer? All are question that we(?) wan't answers to.

Will result in a system upgrade anyway

For that, something like the 3400g + mobo + 16gb ram and a decent psu

If it fits, 2600 and a 1660super

I took my pc to service center and they tested everything and found that ram,psu not working.

Pc will be used for graphic design and little gaming (pes,fifa,call of duty)
