GPU support for video editing depends on the program you're using to edit videos.
Currently only Nvidia cards are supported in Adobe Premiere but Adobe announced last month that it's going to release a new Adobe Premiere & After Effects versions which support AMD cards through OpenCL.
Programs like Sony Vegas take advantage of your CPU & GPU & support both AMD & Nvidia.

Your getting a mid end card for video editing and you have a 700 watt    7870xt/7950/7970  a 7770 will do the job but you need 2 if you want to get anywhere but if your stuck on 7770 the vapor-x is good for games and i think asus has a 2 gig if you like to primaraly edit. or a 7790 since its a half card usually.

is this a good move i dont no how to overclock it its all ready overclocked

 i have a 700 watt power supply do i need more power
i dont want a bottleneck
