Having OBS Idling Drops My In-Game FPS

I stream using NDI from my gaming computer to my streaming computer. When I have OBS idling on my gaming computer I get around 20fps less in Rainbow Six Siege than if I didn't have OBS open.  I run R6 at all low setting and get anywhere from 100 to 120 fps with OBS running and 130-150 with OBS not running. I've attached my OBS settings, R6 settings, NVIDIA control panel settings, and an internet speed test. I have both computers wired to a router. If you need more info let me know but imo with my current hardware and in game settings I should easily be getting 180+ fps with OBS running.

How much CPU does OBS use in your task manager on idle?
