Streaming & Gaming PC with Streaming the priority

Games, programs or workloads that it will be used for: Streaming Destiny 2, Sea of Thieves, Looter shooters,

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): No existing parts, and hoping to play at minimum 1080p @ 120fps. I'm planning on buying what I need within the next week. I'm also willing to focus on a streaming PC build first and then upgrade/add parts later to make it gaming as well? I'm a complete novice when it comes to building and knowing what to look for. All and any help would be appreciated.
